Performance Max vs Search Campaigns: Which Wins in 2026?

For founders and marketing heads who pay for Google Ads: when Search wins, when Performance Max wins, and how to run both without paying twice for the same buyer.

By Suraj Donthi, Founder, ElementalsAI LabsUpdated 14 Oct 202611 min read
Short answer

Search wins when you need control: in a vendor study, 71.3% of 178 Performance Max campaigns ran more than 10% over their cost-per-conversion target, against 26.3% of Search campaigns. Performance Max wins for stores with a clean product feed and real purchase tracking. Most stores should run both, with exact-match Search guarding brand and top terms.

32,485 → 5“conversions” Google credited to one PMax campaign in a week, vs the 5 sales it made (our audit)
47% → 13%Search share of one PMax campaign’s money after its target was raised (our audit)

On 10 September 2026, a store we audited started a new Performance Max campaign. Google’s own screen praised it for 32,485 “conversions” in one week. It made 5 sales.

That gap is the whole Performance Max vs Search fight. Performance Max buys whatever you tell it to count. Search buys the keywords you give it. Here is the rule, with the numbers behind it.

Is Performance Max better than Search campaigns?

No. Search wins on control and on hitting cost targets. Performance Max wins on reach for stores that sell from a product feed and track real purchases. The best accounts run both, with clear borders.

The cost-target gap is large. In a vendor study by Doctor Ads, 71.3% of 178 Performance Max campaigns ran more than 10% over their cost-per-conversion (CPA) target. Only 26.3% of 1,563 Search campaigns did. The data comes mostly from September 2024 to January 2025. The author says the split describes those accounts; it does not prove the campaign type caused the miss.

Now the other side. In one real audit of an Indian D2C (direct-to-consumer) store, a text-only Search campaign spent ₹47,500 for 48 sales between July 2023 and July 2024: ₹995 per sale. Performance Max cost ₹287 per sale in the same months.

Both results are true at once. For a store, the winner is product ads (photo plus price) on Google Search. They brought 55–84% of that store’s Search sales. Performance Max is one way to buy them. The loss starts when it moves your money away from them.

Most teams ask “PMax or Search?” The teams that win ask “Where is each rupee going, and does it buy a sale?”

Does Performance Max cannibalize Search campaigns?

Sometimes. Google’s rules stop most of it, and you can block most of the rest. The rules pick which of your campaigns enters the auction, so your campaigns do not bid against each other.

Google’s order of priority for one query, as of October 2026:

  1. Identical exact match. A Search keyword identical to the query wins. Google says it “will be preferred over Performance Max”. Spell-corrected queries count as identical. Plurals and synonyms do not.
  2. Identical phrase or broad match, AI Max, or a Performance Max search theme. These share second place.
  3. AI relevance. If nothing is identical, Google keeps only the most relevant ad groups and asset groups.
  4. Ad Rank. If there is still a tie, the highest Ad Rank serves.

Now the gaps. A Search campaign limited by budget can lose a query it should own. Shopping ads and other non-Search placements do not follow these keyword rules. Searches in AI Mode, AI Overviews, Lens and autocomplete are matched by AI relevance, not identical keywords.

How much overlap is real? Adalysis found only 2.8% of Performance Max search terms matched a Search keyword, but 67% of campaigns had some overlap. Optmyzr found overlap in 91.45% of accounts. Most head-to-head results, 74.92%, showed no clear winner on conversion rate. When one side won, it was usually Search: 18.91% against 6.17%. Frederick Vallaeys’s study warns that an exact keyword “does not guarantee that the overlap won’t happen”.

The verdict: overlap is normal and mostly harmless. Leave it where results tie. Take the query back into Search where Search clearly wins.

What happens when Performance Max chases the wrong goal?

It moves your money off Search and onto the cheapest results it can count. We saw it step by step in the same audit. It did not measure query overlap. It measured something worse: where the money went.

Step 1: the wrong thing became a “conversion”. Page views were set as a Primary conversion, so they steered the bids. Between 7 August and 9 October 2026, Google counted 816,270 “conversions”. The store had 303 orders. We cover this fix in 12 common Google Ads mistakes.

Step 2: the targets jumped. On 7–8 August 2026, the target ROAS (return on ad spend: rupees of sales Google must find for each ₹1) on 6 campaigns went up to between 7.3 and 11.5. One went from 400% to 1,027%. After that, Google spent 30% less on Search and Google sales fell 40%.

Step 3: Performance Max moved the money. You cannot set the Search budget inside Performance Max. The target decides it, and lower targets send more money to Search. One campaign’s Search share fell from 47% to 13%. Another fell from 27% to 18%.

Weekly average, 2026Search spendSearch salesYouTube spendYouTube sales
Jun–Jul (targets at 4)₹5,69224.9₹7,3060.2
Aug–Oct (targets at 8–10)₹3,97214.1₹7,8970.1

Proven from the account data: over the last 3 months, product ads earned ₹10.60 for each ₹1 on Search and ₹0.01 on YouTube. Yet 56% of product-ad money went to YouTube.

Step 4: new campaigns made it worse. Each new Performance Max campaign learns from zero. In its first weeks, only 0–27% of its money went to Search. PMax 30 came from the third round of campaign swaps since June. It spent ₹21,600 and made 5 sales.

Now the contrast. Three Performance Max campaigns ran for 9 months at targets of 3.3–4.8. They gave the store its best month ever: 150 Google sales in April 2026. Same campaign type. Different rules.

What we can’t prove: the target and the goal changed in the same week, so the data can’t say which did more damage. Some YouTube viewers may have bought later through Search; only a switch-off test can show that. What is proven: the money left Search, and Search was where the sales were. Waste like this builds at campaign, asset and product level. In this store, 48% of a ₹71,800 monthly budget sold nothing.

What is AI Max for Search, and does it change the answer?

AI Max is a set of switches inside a Search campaign, not a new campaign type. It is the middle path: you keep your keywords, and Google may match searches beyond them.

Search term matching finds queries outside your keyword list. Text customization writes ad text from your site. Final URL expansion picks the landing page. Brand and location controls limit where it goes. Google announced on 15 April 2026 that AI Max is leaving beta.

The change many owners missed: from September 2026, Google upgrades Search campaigns that used automatically created assets or the campaign-level broad match setting to AI Max. Dynamic Search Ads follow in February 2027. An agency report says the upgrade went live on 1 September with search term matching on. If you used either setting, open each campaign’s AI Max settings and check what is on.

Does it work? Google’s own data says AI Max brings 14% more conversions or conversion value at a similar CPA or ROAS (2025, non-retail advertisers). Its 2026 data says the full suite adds 7% over search term matching alone. These are Google’s numbers, not independent tests. Adalysis warns that AI Max totals include searches your exact and phrase keywords would have won anyway.

Where it fits: AI Max ranks with phrase and broad match, so an identical exact keyword still beats it. Use it to find new queries; keep proven queries as exact match. Test it with an AI Max experiment: Campaigns › Experiments › + › Campaign features and settings › AI Max for Search campaigns. Retailers can also use AI Max for Shopping. What can you see inside Performance Max in 2026?

Far more than in 2024, but you still can’t set a budget per channel. Google added more in 2026 on top of last year’s reports.

Transparency is up. Control is still indirect. You steer Performance Max with four levers: the goal, the target, the feed and the exclusions. Search hands you the wheel itself.

Should I use Performance Max or Search? The decision tree

Work down the list in order. Each step is a rule, not a suggestion.

  1. Does Google count real sales? Open Goals › Conversions › Summary. Set page views, engagement and form starts to Secondary. Both types fail on fake conversions; Performance Max fails faster.
  2. No product feed (leads, services, B2B)? Start with Search, exact and phrase match, on terms that already convert. Add Performance Max later only as a backfill.
  3. Selling products from a feed? Product ads are your engine. Run Performance Max, or Standard Shopping for per-product control.
  4. Fewer than about 30 real sales a month from Google? Our rule of thumb, not Google’s. Run one Performance Max or Shopping campaign plus brand Search. Do not split a thin budget.
  5. Do people search your brand name? Put brand in exact-match Search. Exclude it in Performance Max.
  6. Do some terms convert far better? Keep them as exact match in Search. Identical exact match beats Performance Max.
  7. Want reach beyond your keywords, but not YouTube? Test AI Max before you move budget to Performance Max.
  8. Running both? Check each Performance Max campaign’s Search share every month. If it falls, check the goal, then lower the target ROAS in steps of 20% or less.

How do I stop Performance Max and Search from eating each other?

Give each campaign one job, then guard the borders. Google itself pitches Performance Max as a partner to keyword Search campaigns, not a replacement.

  1. Brand goes to Search. Run brand terms in their own exact-match campaign. In Performance Max, open Settings › Additional settings › Brand exclusions.
  2. Proven terms go to Search. Each month, copy Performance Max search terms with real sales into Search as exact match.
  3. Keep Search eligible. A budget-limited Search campaign can lose its own exact queries. Match its budget, locations and schedule.
  4. Block what Search owns. Add those terms, and terms that never convert, as Performance Max negatives.
  5. Refuse the “redundant keyword” clean-up. Turn off auto-apply recommendations that remove keywords. Optmyzr and Adalysis both advise this.
  6. Watch the Search share. In the store we audited, the rule became: keep Search at 30% or more of ad spend; check it 3 weeks after any goal change.
  7. Change one thing at a time. Wait 2–3 weeks between changes. Never raise a target by more than 20% at once.

Running Standard Shopping too? Since October 2024, Performance Max no longer gets automatic priority over it; the higher Ad Rank serves, PPC Land reported. Give any new campaign time: Google says at least six weeks.

This check is dull, so it gets skipped. It is one of the 55+ automations an agent can run inside rules you set, and it lands in the reports owners get. For tools, see best AI tools for Google Ads.

2Do you sell products from a Merchant Center feed?Product ads are where PMax earns its keep.
3Do fewer than 5% of your feed products fail to show?A broken feed wastes money on items no one can buy.
4Does Google bring 30+ real sales or leads a month?Automated bidding needs volume (our rule of thumb).
5Do you have your own product images and a short video? In our audit, 101 Google-made images got 3,533 views in 8 months.
6Can you leave a new campaign alone for six weeks?Google’s minimum. Early changes reset learning.
7Do buyers use many different searches, not a short known list?A short list is cheaper and safer in Search.
8Can your margin carry some YouTube and Display spend while Google learns?PMax tests those channels with your money.
9Do buyers compare products visually?Shopping and video formats sell visual products.
10Does someone (a person or an agent) check channel and search-term reports weekly?PMax drifts quietly.

How we know this

First-party numbers come from one real audit of an Indian D2C store (brand kept private): every Google Ads campaign since April 2023 by day, place, hour and asset; Google Analytics; account screenshots from 10 Oct 2026; and 5,788 store orders. The data ends on 9 Oct 2026. We call a result proven only where the audit counted it directly. That audit did not measure query overlap between campaigns. Overlap figures come from Adalysis (Dec 2024) and Optmyzr (Feb 2025 data), both tool vendors. The 71.3% figure is a vendor study by Doctor Ads, with data mostly from Sep 2024 to Jan 2025. Google’s rules, reports and AI Max status come from Google Ads Help pages and Google’s blog, read on 14 Oct 2026. AI Max lift figures are Google’s internal data, not independent tests.

Questions people ask

Can I run Performance Max and Search campaigns at the same time?

Yes, and most stores should. Google gives an identical exact-match Search keyword priority over Performance Max for the same query. Keep brand and your best-converting terms as exact match in Search, add a brand exclusion in Performance Max, and check the Search share in the channel performance report every month.

Does Performance Max take my brand traffic?

It can. Performance Max serves on brand searches unless you stop it. Add a brand exclusion in the campaign settings; it applies to Search, Shopping and YouTube search inventory. Run brand terms in a separate exact-match Search campaign that is not limited by budget.

Is AI Max for Search replacing Performance Max?

No. AI Max is a set of settings inside Search campaigns; Performance Max stays a separate campaign type. Google moved AI Max out of beta in April 2026. From September 2026, Google upgrades Search campaigns that used automatically created assets or the campaign-level broad match setting to AI Max. Dynamic Search Ads follow in February 2027.

How long should I test Performance Max before I judge it?

Google says to run new Performance Max campaigns for at least six weeks, and to allow 1–2 weeks after a big change. In our audit, three campaigns left alone for 9 months gave the store its best month ever, while replacement campaigns restarted learning from zero.

Why does Performance Max show thousands of conversions but few sales?

Usually a non-sale action, such as a page view, is set as a Primary conversion. In one audit, Google counted 816,270 “conversions” between 7 August and 9 October 2026 while the store had 303 orders. Set page views, engagement and form starts to Secondary so the campaign bids only for purchases.

Which campaign serves when Search and Performance Max match the same query?

An identical exact-match Search keyword wins, including spell-corrected versions. Next come identical phrase or broad keywords, AI Max and Performance Max search themes. If nothing is identical, Google picks the most relevant ad group or asset group, then the higher Ad Rank. Shopping ads do not follow these keyword rules.
